Old Pamphlets

The following are out dated old pamphlets and stuff which used to be on this set of web pages. They are only available here in PDF format.

New laws, or court cases have made these materials obsolete. But in the case of new statutes, some of these materials may still be needed for issues which pre-date the statutory changes. It is for these historical reasons, the materials are found here. 

The materials here, are written for the specifics of planning and land use law in Michigan.

Pamphlets listed here all have a land use theme.  All the pamphlets listed here are by various authors.  Schindler did not write all of them.

Administering County Zoning: A Basic Guide for Citizens and Local Officials E-1739 (Available as a download only) This is an old Extension bulletin (1979, reprinted in 1985) and now out-of-print. This is out-of-date, with changes brought about by the adoption of the Michigan Zoning Enabling Act of 2006. This publication is replaced by Michigan Zoning Guidebook: for Citizens and Local Officials by Mark Wyckoff. (See also the same title for townships, and "City and Village Zoning:", below.)
Administering Township Zoning: A Basic Guide for Citizens and Local Officials E-1408 (Available as a download only)

This is an old Extension bulletin (1979, revised in 1996) and now out-of-print. This is out-of-date, with changes brought about by the adoption of the Michigan Zoning Enabling Act of 2006. This publication is replaced by Michigan Zoning Guidebook: for Citizens and Local Officials by Mark Wyckoff. (See also the same title for counties, above, and "City and Village Zoning:", below.)

This series of pamphlets present a chronological step-by-step checklist to walk a county, village and city, or township through the process of adopting of a zoning ordinance or amending a zoning ordinance back when there was a separate zoning enabling act for each form of government. These checklists followed pre July 1, 2006 Michigan statutory requirements for zoning ordinance adoption or amendments.  The checklist also indicates what documentation should be kept on file.  These reflect the 2005 amendments to the three former zoning enabling acts. These checklists are now out-of-date, with changes brought about by the adoption of the Michigan Zoning Enabling Act of 2006. These checklists are replaced by Land Use Series "Checklist #2 For Adoption of a Zoning Ordinance in Michigan" and others. 

City and Village Zoning: A Basic Guide for Citizens and Local Officials E-1740 (Available as a download only) This is an old Extension bulletin (1983, revised in 1996) and now out-of-print. This is out-of-date, with changes brought about by the adoption of the Michigan Zoning Enabling Act of 2006. This publication is replaced by Michigan Zoning Guidebook: for Citizens and Local Officials by Mark Wyckoff. (See also "Administering County Zoning" and Administering Township Zoning", above.)

Old Zoning and Planning Statutes (available as PDF download only)
Title Statute is about
Old Municipal Planning Act (being P.A. 285 of 1931, as amended, M.C.L. 125.31 et seq.) The repealed Municipal Planning Act was the enabling statute for creation of city and village planning commissions.  (In some cases prior to 1959 townships used this act also, but after 1959 townships should be using the Township Planning Act).  This version includes the 2001 amendments for coordinated planning procedure, and the 2006 amendments. This act is repealed, effective September 1, 2008, and replaced by the Michigan Planning Enabling Act of 2008.
Old County Planning Act (being P.A. 282 of 1945, as amended, M.C.L. 125.101 et seq.) The repealed County Planning Act was the enabling statute for creation of county planning commissions.  This version includes the 2001 amendments for coordinated planning procedure. This version includes the 2004 amendments requiring one member represent school districts in the county. This act is repealed, effective September 1, 2008, and replaced by the Michigan Planning Enabling Act of 2008.
Old Township Planning Act (being P.A. 168 of 1959, as amended, M.C.L. 125.321 et seq.) The repealed Township Planning Act was the enabling statute for creation of township planning commissions.  This version includes the 2001 amendments for coordinated planning procedure. This version also includes 2003, 2004, and 2006 amendments. This act is repealed, effective September 1, 2008, and replaced by the Michigan Planning Enabling Act of 2008.
Old County Zoning Act (being P.A. 183 of 1943, as amended,  M.C.L. 125.201 et seq.) The repealed County Zoning Act was the enabling statute for creation of a county zoning ordinance.  This version includes the 2001, 2003, 2004, and 2005 amendments. This act has been replaced by the Michigan Zoning Enabling Act of 2006.
Old Township Zoning Act (being P.A. 184 of 1943, as amended, M.C.L. 125.271 et seq.) The repealed Township Zoning Act was the enabling statute for creation of a township zoning ordinance.  This version includes the 2001, 2003, 2004, and 2005 amendments. This act has been replaced by the Michigan Zoning Enabling Act of 2006.
Old City and Village Zoning Act (being P.A. 207 of 1921, as amended, M.C.L. 125.581 et seq.) The repealed City and Village Zoning Act was the enabling statute for creation of a city or village zoning ordinance.  This version includes the 2001, 2003, 2004, and 2005 amendments. This act has been replaced by the Michigan Zoning Enabling Act of 2006.
